That is by design and it happens if you modified your settings to always center the window or you tried to resize to a preset that specifies a horizontal position for the window. These options only work on the primary monitor because Chrome doesn't provide a way to detect the monitor the current window is displayed on and there doesn't seem to be any workaround for that. :(
