The resize tooltip in the bottom right does not show up in other windows when working with multiple windows (Chrome 27).

Not a bug
The extension didn't work on local files, pages of the Chrome Webstore and special browser pages (like the "New tab" page).
After the last update, it should also work on local files.
Unfortunately, resizing the viewport and displaying the tooltip while resizing requires injecting a script into the current page, which is impossible for the webstore and special pages (API limitations).

...and now it is working. Not sure how to reproduce this.

I believe I was looking at a new tab, so no bug, just a misunderstanding.

I have the same problem but I don't know what's causing it. At first I thought the tooltip had disappeared completely but now it seems it's missing only when I have a local file opened (which really sucks because the whole point of the tooltip is to help me with my CSS!) Any tip?

I'm finding the same thing. 

You can get away with just resizing the window to presets unless you need to see what it looks like on drag resize. If you really need the drag-resize functionality, then get a different plugin or use firefox.
