Chrome Won't Apply Selected Dimensions

Yesterday I saw the popup showed me new size tooltip in the top right corner - and now I don't see it... How to enable it?

When I select "Open as a popup" it opens the popup, but also resizes the main browser. Is it possible to fix it?

Can't enter custom size directly in pop-up

I'm an old guy, with a 15 inch MacBook Pro. The main thing is sizing the screen for Facebook. A while back I had it so I can move the screen from side to side to see everything, and that was fine.
