the target height is lower than the minimum allowed

When using the viewport to resize, I always receive the error: "the target height is lower than the minimum allowed by your browser window".  The window will not resize.  There is a single 4k 15" display attached to the computer running on the latest Windows 10 as of 7/19/2017.  In Windows Settings Customize your display, Change the size of text, apps, and other items: 150%.
